First of all it is the player who acts first. The dealer has all the information when making their play. The player might already be bust or has stuck on a certain number and the dealer knows exactly what score is needed to win each game.
In multi-hand Blackjack if you go bust and then the dealer goes bust trying to beat the other players then you still lose your stake while the other players win. Most ties in Blackjack result in your stake being returned but not in this instance.
In the same way that a player can use a Blackjack Strategy Card, the dealer has a strict set of rules as to what numbers he has to both hit and stand on. Against a poorer opponent the house edge will increase even further, whereas against a strategy card the house edge is reduced.
